His election positions Uganda Martyrs University within the regional leadership of higher education and provides the University with an opportunity to contribute to discussions and initiatives shaping the future of universities across East Africa.

The conference brought together stakeholders in higher education to deliberate on ways of strengthening university partnerships, research, innovation, graduate education and institutional development. Its resolutions emphasised the need for universities to move beyond conventional academic collaborations and develop partnerships that deliver sustainable benefits to institutions, communities and the wider economy.

Among the key resolutions, the conference recognised strategic partnerships as essential infrastructure for strengthening higher education systems, calling for partnerships that enhance research, innovation and graduate education. It also identified the continuing shortage of PhD-qualified academic staff and called for stronger partnerships to support academic and professional development.

The conference further resolved to expand regional and international collaboration through university networks, alliances and knowledge partnerships, while strengthening institutional governance, coordination and accountability of partnerships.

Another key area of focus was collaborative investment in research and innovation infrastructure, with the conference calling for equitable access to such resources. Partnerships were also recognised as important tools for strengthening institutional resilience, particularly in fragile and conflict-affected contexts.

The resolutions placed particular emphasis on the role of alumni, recognising them as long-term institutional partners rather than occasional supporters. The conference also called for partnership development that promotes equity, inclusion and balanced participation across the region.

Importantly, the conference called for universities to broaden partnerships beyond traditional academic cooperation and strengthen their contribution to society and the economy. This includes deeper collaboration with industry and the private sector in areas such as research, skills development, innovation, entrepreneurship and commercialisation.

The resolutions also assigned responsibilities to different stakeholders. IUCEA was called upon to provide regional coordination, develop implementation guidance, facilitate partnership mapping and establish mechanisms for monitoring progress. Governments of EAC Partner States were encouraged to create enabling policy environments and increase investment in research, doctoral education, mobility, digital infrastructure and institutional development.

Higher education institutions were, in turn, called upon to integrate partnership development into their strategic plans, governance systems, budgets and performance frameworks. Development partners and funding agencies were encouraged to support long-term, institution-led and regionally aligned capacity-development initiatives, while regional and international university networks were urged to facilitate resource sharing, academic mobility, joint programmes and collective responses to regional challenges.

For Uganda Martyrs University, the election of Prof. Patrick Kyamanywa to the IUCEA Executive Committee for the next term is a significant milestone that further strengthens the University’s regional engagement and visibility. It also presents an opportunity for UMU to contribute to regional conversations and initiatives aimed at advancing higher education, research, innovation and institutional development.

The outcomes of the 17th IUCEA Annual Conference therefore point to a future in which universities are not only centres of teaching and learning, but also active partners in research, innovation, entrepreneurship, policy development and sustainable socio-economic transformation across the region.

<div
